Arun District Council - Food Waste 1-2-3 Trial

To receive a presentation from Arun District Council

Minutes:

The Cleansing Operations Manager and Environmental Services & Strategy Manager from Arun District Council provided the Group with an overview of their 1-2-3 food waste collection trial.

 

A sample of properties within Arun District had their food waste and absorbent hygiene products collected weekly, recycling, garden waste and electronics collected every two weeks, and general household waste collected every three weeks.

 

In 2018, a residual waste composition survey undertaken by West Sussex County Council showed that food waste made up 42.6% of all waste.

 

An overview of the operations and communications plans used during the trial were presented. Outcomes of the trial included insight and learning regarding the delivery of separate food waste collection and that target recycling rates could still be met. Customer feedback was also positive.

 

Arun District Council had also looked at trialling Hotbin composters but this had to be delayed due to resource issues,

Horsham Food Waste

To receive a presentation from the Head of Parking & Waste

Minutes:

The Head of Parking & Wasteprovided a brief update on Horsham’s food waste collection trial.

 

A 1-2-3 food waste collection trial was undertaken in the Horsham District between September and December in 2021. An estimated ten specialist vehicles would need to be added to the Council’s fleet when implementing food waste collection. An environmental impact assessment using data from the trial would be created.

 

Before being able to provide an accurate target to implement food waste collection, Horsham District Council would need confirmation of funding and the statutory deadline for implementation from the government.

 

A small-scale trial of Hotbin composters was being undertaken in the Horsham District during 2022.

24.

Electric Vehicles and Vehicle Replacement Programme Update

To receive an update from the Head of Parking & Waste

Minutes:

The Head of Parking and Waste provided the Group with a brief update on vehicle replacement schedules.

 

Research had been carried out regarding obtaining electric vehicles for Zonal Managers. Costs would be similar in both purchasing or leasing the vehicles with purchasing being the most likely solution. The Council would save an estimated 4.5 tonnes of CO2 by replacing these vehicles. Members highlighted the need to check the warranty agreements on the life of the batteries.

 

In addition to replacing the Zonal Manager vehicles, two electric compact sweepers had been purchased to be used in the town centre. Two highway sweeper vehicles were in the process of being refurbished for continued use.

 

Refuse vehicle refurbishment specifications and tender documents were in the process of being finalised.

 

Other Council vehicles would also be considered for replacement as technology continues to improve.
