Horsham District Community Lottery update

The Group will be given an update on the Community Lottery.  Tickets first went on sale at the end of August, after it was launched to Community Groups in July 2019.


The Head of Housing & Community Services updated the Group on how the Horsham District Community Lottery was progressing since its launch to the public on 29 August. The lottery would raise money for local charities and community groups and there were already 51 groups registered.  Over 850 tickets had been sold in the first fortnight, with the first draw to be held on 28 September. The Group noted that this was a successful start when compared with other local authority lotteries.


The scheme would be reviewed after six months, and the contract with the external company running the scheme would be reviewed after one year.  The Cabinet Member agreed that the focus now needed to be on promoting the lottery to ensure its ongoing success.


Community Link Lifeline Alarms Monitoring Contract Procurement

The Community Link Service supplies technology enabled care to support vulnerable residents so they can continue to live safely and happily at home.  The Environmental Health & Licensing Manager will brief the Group on steps being taken to ensure the Council continues to provide this service.


The Head of Environmental Health & Licensing advised of the tender process that was currently taking place to ensure the continued smooth running of the Community Link Lifeline service.  Chichester District Council had provided the twenty-four hour telephone call monitoring service for people using Horsham District Council’s Lifeline alarms. However Chichester District Council sold this service to a private company and therefore HDC were having to tender for a new contract.


The results of the tender process would be brought to the next PDAG meeting on 12 November before being considered by Cabinet on 28 November. 


The Group noted that approximately 1,700 customers across the district used this valued service.   


Affordable Housing Company update

The Head of Housing and Community Services will provide an overview of the first two site proposals for the Affordable Housing Company.


The Head of Housing & Community Services updated the Group on the first two sites to provide housing through the Council’s recently created Affordable Housing Company.  Proposals for the first two sites would be considered by Cabinet on 28 November 2019, with a view to getting planning permission in December.  It was anticipated that the units would be occupied by December 2020. 


The proposed housing met an identified local need.  On the site at Rowan Way, Billingshurst, three houses, two 3-bedoom and one 4-bedroom, are being proposed.  The 4-bedroom unit would be disabled-adapted.  The second site in Slinfold would provide one 2-bedroom house.  


The Group were supportive of both proposals.  In response to questions from the Group, the Head of Housing & Community Services agreed to provide updates as the schemes develop and keep members appraised of future sites as they are identified.


Information Dissemination

The Group will be briefed on some of the options available to Members for receiving regular service updates, to include how to sign up and access the information.   


The Head of Housing & Community Services reminded the Group of how to keep up to date on a number of areas covered by the Community Matters & Wellbeing portfolio by using the ‘Stay Connected’ link on the home page of the Council website. 


Regular short updates from a number of services could be subscribed to including housing, the voluntary sector, health and wellbeing, and community safety.  The Group were also encouraged to share this information with residents.
