Independent Remuneration Panel

Horsham District Council is to appoint members to the Independent Remuneration Panel to advise it on the Basic and Special Responsibility allowances and other allowances that Councillors may receive.

The Panel will comprise a minimum of three members and is set up in accordance with the Local Authorities (Members’ Allowances) (England) Regulations 2003. The Independent Remuneration Panel is to assist the Council in making its Allowances Scheme by making recommendations about the total allowances payable to Members. The Independent Remuneration Panel will also act as the Parish Councils’ Remuneration Panel for each of the 32 parishes in the District.

The essential qualities for the positions are that:

• you have an interest in the work of the Council;

• you must not be disqualified from being a councillor;

• you must not be a member of the Council;

• you should not be the spouse, partner or close relation or friend of such a member; and

• you are able to communicate effectively.

The term of the appointment is four years from the date of appointment. It is envisaged that a full review of the Members’ Allowances Scheme is likely to involve eight to ten meetings early in 2019. Interim reviews, if required, for the remainder of the four year period will involve fewer meetings. Panel members will also need to prepare for these meetings.

Expenses may be payable and a fee will be paid upon completion of the Panel’s report. The level of such payments will be confirmed upon appointment.
