Councillor Michael Willett was confirmed as Chairman of the Task and Finish Group after he had been nominated at the Overview and Scrutiny Committee on 24^th July 2017.

There were no declarations of interest.

There were no announcements.

The Task and Finish Group noted the draft terms of reference for the review arising from the Final Report on S106 Funding Review which went to the Overview and Scrutiny Committee on 5^th June 2017.

The Group agreed to three additional terms of reference:

1. Identify unallocated historic funds available for either a) no identified parish or unparished wards, and/or b) no particular purpose

2. Identify allocated historic funds which remain unused

3. Seek clarification of how S106 monies can be drawn down by various bodies.

These terms of reference would form the basis of the review. These, along with the two original terms of reference would be presented to the Planning Obligations Officer for a response.

At the next meeting of the Group, Members would consider the responses to the terms of reference from the Planning Obligations Officer. The Members also requested that the S106 funding list be circulated; along with the master copy which combined the quarterly s106 lists received by each the parish councils, with details of planning applications and dates.

The Task and Finish Group agreed to the following dates for the next meetings:

Thursday 12^th October 2017 at 5.30pm

Thursday 9^th November 2017 at 5.30pm

The Major Development Team Manager would be invited to attend the next meeting.
