Sustainability and Transformation Plan (STP)

Briefing by the Clinical Leader and Chair of the Horsham and Mid Sussex Clinical Commissioning Group

Minutes:

Dr Minesh Patel, Clinical Lead at Horsham and Mid-Sussex CCG and Dr Simon Dean, Locality Co-Chair Clinical Director were invited to the meeting of the Sub-Committee to provide Members with some further information on the Sustainability and Transformation Plan (STP).

 

In early 2016 Sussex and East Surrey, encompassing areas including East Surrey, High Weald, East Sussex, Horsham, Mid-Sussex and the Coastal CCGs came together to create a sustainable NHS for the population in these areas or “footprint.” It would transform the current health service and Michael Wilson, Chief Executive of East Surrey Hospital was elected Chairman of the local STP.

 

There were inevitable difficulties in bringing together the different parties along with financial issues, efficiency measures, transforming services and differences in the delivery of care across the organisations. The STP was looking to improve the service delivery and the quality of health and wellbeing across the population.

The Right Care programme which was a nationally delivered programme of care at the heart of the transformation plans was continuing in its process and was arriving at the point of opening up for public debate and clinical forums.

 

Members of the Sub-Committee expressed their concerns around the location of the Trauma centre at Brighton and Sussex University Hospitals Trust, although it was noted that it had successfully brought together number of services the location was not considered to be ideal.

 

Members were informed that none of the hospital sites were facing closure, instead many of which were considered not to be used to their maximum potential and had a number of opportunities available to them under the new plan, such as the Princess Royal Hospital at Haywards Heath.

 

Members also noted that Place Based plans were being developed which were systems of care intended to be more proactive, rather than reactive, with a more targeted approach to helping people manage their social care.

 

Staff recruitment in the NHS was likely to get worse over the next four years, Dr Patel explained that they were looking to move forward with a 8am to 8pm weekday health care service and, in addition, for GPs to extend their surgeries to potentially a six day service, over the next two years. If GPs did not comply, the CCG would procure the service on the open market.

 

The STP would be looking into all aspects of health care, with the driver being the demand for the services. The current health care programme would not be sufficient going forward. Members were assured that the new STP would not lose sight of local issues and plans.

 

Members noted an accumulative four year deficit across the STP footprint of over £800 million, as part of the STP they would work towards clearing this.

 

Members questioned whether the NHS was at a point where it would be forced to charge patients for certain elements of care or services.
